Add or remove a blacklist entry

Adds (POST) or removes (DELETE) a customer email, phone number, or both on your site blacklist. Requires merchant bearer token (`Authorization: Bearer …`). Paybilt checks payments and payouts for every method against your site blacklist, whether or not `blacklist_enabled` is on; that flag only turns on these blacklist operations. Refunds, captures, and chargebacks aren't checked. A matching create request returns HTTP `403` with `status: pl_error` and code `11007`, and no whitelist overrides the entry. An entry stops applying after its `expiry`. A 10-digit North American phone number, or an 11-digit one that starts with `1`, is stored in E.164 format, such as `+14165550123`. Lookup and removal match a number with or without `+1`. **Authentication errors:** Authentication can return codes `1000`-`1008` for client IP, token, site, whitelist, signature, session, or token scope validation.
